Asia has traditionally taken a strict approach to cannabis, but Thailand has followed a particularly unusual path. In 2018, the country became the first in Southeast Asia to approve cannabis for medical use, before removing cannabis from its narcotics list in June 2022.
That 2022 change was widely described as cannabis legalisation, but Thailand never introduced unrestricted recreational cannabis. The rapid growth of dispensaries and widespread availability that followed created a period of considerable legal uncertainty.
Thailand has since tightened its cannabis rules significantly. Cannabis flower is now treated as a controlled herb and the country’s policy is focused primarily on medical use. So, is weed legal in Thailand? The short answer is that medical cannabis is legal under regulated conditions, but recreational cannabis is not legally permitted.
Cannabis Culture in Thailand
The cannabis plant, commonly known in Thailand as “ganja”, has a long history in the country. Cannabis has historically been associated with traditional medicine, food and local culture before increasingly strict drug controls were introduced during the twentieth century.
Thailand also played an important part in the development of Western cannabis culture. During the Vietnam War era, large numbers of American military personnel spent time in Thailand and neighbouring parts of Southeast Asia, helping introduce Western consumers to highly regarded Thai cannabis varieties.
“Thai Stick” subsequently became a famous name within cannabis culture in the United States and elsewhere, referring to potent Thai cannabis flowers traditionally tied around bamboo or similar stems.
Thailand’s approach later became far more restrictive. Cannabis was controlled under the country’s narcotics legislation for decades, while the government’s wider anti-drug campaigns established Thailand as one of Southeast Asia’s stricter jurisdictions for drug offences.
How Did Thailand’s Cannabis Laws Change?
Thailand began changing direction in 2018 when amendments to its narcotics legislation opened the door to medical cannabis.
A much bigger change followed on 9 June 2022 when cannabis was removed from Thailand’s Category 5 narcotics list, with the important exception of certain cannabis extracts containing high concentrations of THC.
This effectively decriminalised much of the plant and resulted in thousands of cannabis businesses opening throughout Bangkok, Phuket, Chiang Mai, Pattaya and other parts of the country.
However, the absence of comprehensive cannabis legislation created a legal grey area. Cannabis became widely available for recreational use in practice even though the Thai government continued to state that the reforms were intended for medical, health and economic purposes rather than unrestricted recreational consumption.
In June 2025, Thailand introduced much tighter regulations. Cannabis flower was designated a controlled herb and sales became restricted to legitimate medical use supported by an authorised prescription.
Is Recreational Weed Legal in Thailand?
No. Recreational cannabis should not currently be considered legal in Thailand.
Under the tightened rules, cannabis flower can only legally be supplied for authorised purposes, primarily medical treatment. A person purchasing cannabis flower must have a valid prescription from an appropriately authorised healthcare professional.
The prescription is limited to the quantity considered medically necessary and cannot cover more than a 30-day supply.
This applies to both Thai residents and foreign visitors. The fact that cannabis dispensaries may still be visible in tourist destinations does not mean that tourists can legally walk into any shop and purchase cannabis recreationally.
Thailand Cannabis Laws: What Is and Isn’t Allowed?
Thailand’s cannabis rules are now considerably more restrictive than they were immediately following decriminalisation in 2022. Some of the most important points include:
- Medical cannabis: Cannabis can be supplied for legitimate medical purposes under Thailand’s regulated system.
- Recreational sales: Cannabis flower cannot legally be sold simply for recreational use. An authorised medical prescription is required.
- 30-day limit: A medical prescription may cover only the amount considered necessary for treatment and no more than a 30-day supply.
- Public smoking: Smoking cannabis in public can be treated as a public nuisance and is prohibited.
- Commercial sales: Businesses selling or processing cannabis flower must hold the appropriate licences and comply with Thailand’s controlled-herb regulations.
- Online sales and advertising: The rules prohibit online sales of cannabis flower and restrict cannabis advertising.
- THC extracts: Cannabis extracts containing more than 0.2% THC by weight remain controlled as Category 5 narcotics.
- Import and export: Travellers should not bring cannabis, cannabis seeds or cannabis-containing products into or out of Thailand without the required authorisation.
Can You Smoke Weed in Public in Thailand?
No. Smoking cannabis in public places is prohibited and can be treated as a public nuisance under Thai public-health law.
This applies to locations such as streets, shopping areas and other public spaces where cannabis smoke may disturb other people. Public cannabis smoking has previously carried penalties of up to three months’ imprisonment and a fine of up to 25,000 baht.
The important distinction is that possessing cannabis for legitimate medical use does not give someone unrestricted permission to smoke it wherever they choose.
Can Tourists Buy Weed in Thailand?
Thailand’s cannabis rules apply to tourists as well as residents.
Under the current system, tourists cannot legally purchase cannabis flower simply because they want to use it recreationally. A tourist wishing to obtain cannabis flower must have a legitimate medical reason and an appropriate prescription issued in Thailand by an authorised healthcare professional.
Thailand’s official tourism guidance specifically warns visitors not to assume that cannabis is legal simply because dispensaries or cannabis products are openly visible.
Tourists should also be particularly careful when travelling internationally. Taking cannabis flower, seeds or cannabis products across the Thai border without the appropriate permission can result in serious legal consequences.
What About Cannabis Edibles and THC Extracts?
The rules surrounding cannabis extracts are different from those covering the raw cannabis plant.
Under Thailand’s narcotics regulations, extracts containing more than 0.2% THC by weight remain Category 5 narcotics unless they fall within an authorised exemption.
This distinction became particularly important after the 2022 reforms because the removal of cannabis from the narcotics list did not mean that every cannabis extract, edible or concentrated THC product suddenly became unrestricted.
Anyone purchasing cannabis-derived foods, extracts or health products should therefore check that the product is lawfully approved under the relevant Thai regulations rather than assuming the rules applying to cannabis flower also apply to every cannabis product.
Can You Grow Cannabis in Thailand?
Cannabis cultivation was one of the areas liberalised following the 2022 reforms, but the commercial system has since become considerably more regulated.
Thailand is increasingly directing cannabis cultivation towards the medical and herbal-products industry. Growers intending to supply cannabis flower commercially must meet regulatory requirements, while flower supplied into the medical market is subject to standards covering cultivation, testing, record keeping and authorised buyers.
Commercial cannabis flower cannot simply be grown and sold directly to the public as an unrestricted recreational product.
Why Did Thailand Tighten Its Cannabis Laws?
The original cannabis reforms were intended to support medical treatment, research, agriculture and Thailand’s health economy. However, the removal of cannabis from the narcotics list was followed by the rapid expansion of dispensaries and widespread recreational availability.
The Thai government subsequently argued that stronger controls were required to return cannabis to its intended medical purpose and reduce unregulated recreational use.
The June 2025 controlled-herb regulations were an important part of that change. Enforcement has continued into 2026, with authorities inspecting cannabis businesses and taking action against shops operating outside the licensing requirements.
What Does the Future Hold for Cannabis in Thailand?
Thailand’s cannabis laws are still developing. During 2026, the government continued work on dedicated cannabis and hemp legislation intended to create a more comprehensive regulatory framework.
The direction of policy is nevertheless much clearer than it was immediately after the 2022 reforms. The Thai government currently supports cannabis primarily for medical, health and regulated economic purposes rather than establishing a recreational cannabis market.
So, is weed legal in Thailand? Medical cannabis is legal within Thailand’s regulated system, but recreational cannabis is not. Cannabis flower is tightly controlled, purchasing it requires an appropriate medical prescription and tourists are subject to the same restrictions.
Thailand remains one of Asia’s most significant cannabis reform stories, but describing the country simply as a place where “weed is legal” no longer reflects the reality of its laws.
